Sounds like the lenses are maybe rotating more than they should and going off axis at times when you blink .
Torics are very difficult to diagnose what the problem could be without actually seeing them on the persons eyes.
Did he switch brands or base curve from what you always had ? If one of those were changed, that opens a whole new can of worms....lol
Your Doc has all the info and what changes he made...there really isn't an obvious solution that can be found without actually seeing them and knowing the history.

There ya go...changing the axis 20 or 30 degrees looks like the culprit. Most likely the lenses don't center well anymore and rotate to a wrong axis now. But they should be able to see that while you are wearing them on your follow up visit...
