Good question... In ';The Dark Knight Returns'; by Frank Miller, they actually shined/shown (not sure which to use) off the side of the tallest building in Gotham. It was a great iconic image with the Bat-Signal reflecting off the building, the arches and corners of the building altering the shape of the symbol slightly. How do people contact Batman on a clear night?
They visit his 360 page and leave a comment like: Batman, the Joker has broken out of Arkham and is terrorizing Gotham *Hug*How do people contact Batman on a clear night?
They use the batphone located in the batcave. (Remember the '60s version where they used a phone 'cuz it was rarely night?)
Commissioner Gordon always used the bat phone. All of the other ways I think were made up for the movies.
No such thing as a clear night in Gotham.

I am The Man and Gordon use the batphone to contact Batman on a clear night.
Even aside from the Bat-Hotline, which was only introduced in the 60鈥檚, when there are no clouds over Gotham City, the Bat-Signal can be projected onto the side of various tall buildings in Gotham, which are visible at Wayne Manor. Haven鈥檛 you ever seen one of those big spotlights used for advertising purposes鈥? When they are aimed at an office building (big, mostly steel or aluminum and glass exterior) the reflections can been seen for miles and miles. All Alfred has to do is look out the window every so often, and then go tell Bruce. This doesn鈥檛 really give much of a clue to Batman鈥檚 identity or his whereabouts, because if Wayne Manor was on the opposite side of the city, there could just as easily be someone (like Oracle) watching for the signal and then notify Batman by phone.
